Ken Caplinger grew up in the WV State Park system from a young age as his father was asst. supt. at Babcock and Watoga State Parks and supt. at Cass and Blackwater Falls. After Ken graduated from WVU in 1978 he became asst.supt. of Watoga and then Pipestem where he also served as supt. He was then named Deputy Chief of Parks in 1991. He later became Chief of Parks and served in that role until 2013 when he retired. Shortly after that he was appointed to the Board of the State Parks Foundation. He and his wife Judy reside in Scott Depot, WV.
